Is meta on AO3 a done thing? Or is it tolerated but not really fitting in with the intended purpose of the site?

Or am I overthinking this, as I do so much of what I consider putting up on AO3.

Meta is indeed allowed on AO3.

IIRC the meta policy has been changed a while ago to officially and explicitly allow it. Initially it wasn't.

It is allowed. It doesn't have a terrific reputation, because people do keep posting things like "My Thoughts on Slash" and tagging it for 20 of the top fandoms so it clogs up the feeds annoyingly (despite not being about those canons). But I think people would welcome actual on-topic meta discussion.

I found a fandom timeline on AO3, along with other resource-like materials. Very handy. The meta opinions about character motivations and 'ships were interesting, too.
